3rd HRDC SUMMIT 2018

Background


Since the dawn of democracy, there has been an emphasis in South Africa for creation of an inclusive economy in order to reduce poverty and unemployment using skills - human development as a catalyst or game changer. In the 23rd year of democracy, after development of several policies including ASGISA, Skills Development Act, IPAP, and recently the NDP and the HRD Strategy amongst others, there is still an evident shortage of both technical and high level skills to achieve the desired economic growth.

There is a national call for radical- socio economic transformation which translates to corrective projects for the skewed nature of ownership and leadership in the country as well as sustainable economic development.This highlights the importance of emerging and growing collaboration and partnerships on skills and human resource development. South Africa needs the commitment of all social partners in creating opportunities for young peoplebusiness, government and labour must contribute to meaningful interventions and projects on skills development. The HRD Council has been working towards responding to this call for collaborations and partnershipsrce since 2010.

The Human Resou Development Council (HRDC) is chaired by the Deputy President and administered by the Minister of Higher Education and Training. Its core mandate is to advise government on issues of human resource development. This includes the realisation of the full human potential of all South Africans and it is a centre of a skills revolution that will result in the national radical economic transformation.

In 2016, Council hosted its 2nd HRDC Summit which encouraged dialogue, inclusion, consensus building and collaboration amongst all social partners – a new social compact.

The theme for the 2nd HRDC Summit was "Partnerships for skills- A call to Action". The partnerships cut across the HRD value chain from foundational learning to skills development. In 2018, the Council is continuing with a similar strategy of encouraging collaboration and partnerships in skills development.

Council will thus be hosting the third HRDC Summit 2018 which intends to provide feedback on post school education institutions and industry partnerships facilitated by the HRD Council and to launch the Revised HRD Strategy towards 2030.

SUMMIT DELEGATES


The total delegates to the third HRDC Summit 2018 will be limited to 500, who will be drawn from the following organisations and stakeholders:

• HRD Council Members
• Ministers involved in the delivery and implementaton of the strategy
• Guests for the Minister of Higher Education and Training
• Representatives from HRDC and key stakeholders
• Relevant Government departments (EDD, DBE, The Presidency, GCIS, DST, DPSA, DHET, DPME, DPE the dti, DSBD etc)
• Implementing agencies
• Delegates from parliament and others identified by HRDC

• Local and international delegates (e.g. Botswana, Kenya, Uganda, Brazil)

SUMMIT OUTLINE


The HRDC Summit will be scheduled for 10 – 11 May 2018, it will take place over two days at a venue within Gauteng Province. The exhibitions will be held at the same venue and parallel to summit proceedings. The target group will be government departments, universities, colleges, civil society, business, and relevant national and international agencies.

The entire Summit proceedings will be made available through the Summit report which will be published and disseminated.

SUMMIT EXHIBITIONS


The exhibitions will take place over a two-day period. The exhibitors will be drawn from entities that have demonstrated good practice on strategic partnerships in the PSET sector and human resource development.

 

 

Summit Planning and Coordination


The following committees have been established to ensure the success of the 3rd HRDC Summit to take place on 10 – 11 May 2018.
3.1 Steering Committee
The Steering Committee will ensure that the Summit achieves the desired outcomes by proving guidance to the summit committees. It will coordinate and make final decisions on:

• Summit themes and sub-themes
• Final summit programme
• List of speakers
• Summit exhibition

The Steering Committee will compose of the following relevant stakeholders:

• Head of Secretariat
• 1 representative from DHET – TVET Branch
• 1 member of EXCO who is not a Council member
• 1 official from the Presidency
• A member of HRD Council (Chairperson)
• Business representative
• Chairpersons of various committees

3.2 Content Committee
The purpose of the Content Committee is to set criteria, call and adjudicate on summit papers. It will comprise of members from the various implementing agencies and coordinated from the HRDC Secretariat, comprising of:

• Presidency
• NSA (Chairperson)
• A member of HRD Council
• Ministry of Higher Education and Training representative
• DPME representative
• DHET entity representative (SETA CEO, SAQA, QCTO and CHE)
• HRDC Secretariat staff members
• NSF representative

The committee will report to the Summit Steering Committee on a regular basis. It will perform any other tasks that are necessary to ensure the success of the summit.

3.3 Logistics Committee
The purpose of the Logistics Committee is to provide for the venue, catering, invitations, registrations, protocol (safety and security), health, marshal, ushering and finance. It will comprise of members from various HRDC Secretariat and DHET officials. The following structure is advised:

• HRDC Secretariat Director (Chairperson)
• Events Management Company
• National Skills Authority representative
• DHET representatives from at least two branches
• DHET Security Services
• Ministerial Protection Services
• Presidency Protection Services
• Presidency Events Management
• HRDC Secretariat staff members

In addition a subcommittee for logistics committee called Protocol and safety committee will be established. The purpose of this committee will be to accredit relevant officials as per protocol and provide safety during the summit.

3.4 Communications Committee

The purpose of the Communications Committee is to advertise and market the HRDC Summit on the relevant media houses and to brand the Summit. The Communications Committee will be established composing of the following relevant stakeholders:

• Presidency
• Ministry of Higher Education and Training representative
• DHET representative
• GCIS
• A member of HRD Council (Chairperson)
• HRDC Secretariat staff members

The Communications Committee will also liaise with media houses regarding airtime to flight HRDC Summit advertisements. Such adverts may also be flighted on community radio stations.
